As we read on the RMF FM website, the decision to bring the head of the National Bank to the state court The decision on the new coalition was to be made after recent events and a public dispute with Paul Mucha, a member of the bank’s board of directors.
Mucha accuses Glabinski of violating regulations, while the bank suggests unethical behavior to its employees. We wrote more about this at Business Insider Polska.
“Section 11 of the State Court Act stipulates this The same decision of the House of Representatives to hold the head of the Central Bank accountable before the state court leads to his suspension from work. If found guilty, he could be removed,” RMF FM wrote.
As we explained in Business Insider Polska, the procedure for bringing the new head of the National Bank before the State Court is much easier than in the case of the Prime Minister or the President.
Request relating to the President of the Polish National Bank, the Supreme Audit Office or members of the National Broadcasting Council It consists of 115 members of Parliament or the President. However, a much smaller number of MPs are needed for it to pass compared to the case of a motion submitted to the Prime Minister and Ministers.
The decision of the House of Representatives may be taken by an absolute majority of votes and in the presence of not less than half of the legal number of representatives. The current opposition that will form the new government enjoys this majority.
The conflict with Bawel Mucha should be a perfect excuse for the new government. There has been talk of bringing Glabinski to state court for a long time. It is completely open text.
What is the war in NBP about?
The war for the top of power in the Central Bank began with an anonymous entry on the website Salon24.pl. The post stated that Paweł Mucha is in conflict with, among others, in terms of the remuneration he receives. “Despite significant gaps in competence and lack of experience in economics and banking, Mucha is fighting for a radical increase in his salary,” the letter said. At the same time, he does not supervise any department, which effectively means… he has no responsibilities.

Paul Mucha denies these allegations. “So far, I have periodically supervised four different departments, and in accordance with the personal decision of the President of the National Bank, FrI do not currently supervise any of them, although I am willing to supervise them“- explains in a statement.
He also addressed the issue of wages. “It is not true, as stated in the press release of the press office of the National Bank, that these are discretionary wage items. On the contrary, in the reality of the work of the National Bank, these are periodic benefits, usually paid in the same amount,” he wrote.
Pawel Mucha devoted a large portion of his statement and a separate letter to President Adam Glabinski’s failure to provide minutes of Monetary Policy Board meetings to the bank’s board members. Such action is baseless and prevents the proper functioning of the Board of Directors.
“The Council (…) not only sets monetary policy assumptions, the level of interest rates, and the reserve ratio required for banks annually, but also Approval of the financial plan of the National Bank and the report on the activities of the National Bank“, adopts the annual financial statements of NBP Bank, as well as evaluates the activities of the NBP Board of Directors regarding the implementation of monetary policy assumptions,” Paweł Mucha wrote in a statement published on the X platform (formerly Twitter).
He said that the bank’s board members’ access to the documents was “necessary for the proper and proper performance of their duties.”
