Electricity prices for homes will be frozen.  A bill in the House of Representatives

The government adopted the bill on the matter on Monday. According to the approved solutions Electricity prices in 2023 will be frozen at this year’s level if the household consumes no more than 2 megawatt-hours per year. On Monday, however, the government introduced a change – In the case of families with people with disabilities, the limit is 2.6 MWh per year, and for families with a large family card and farmers – 3 MWh per year.

In order to take advantage of the higher limits, you will need to provide an acknowledgment to the energy company that the conditions are met, for example, when holding a large family card or a disability certificate.

It is worth emphasizing that When limits are exceeded, a particular farm does not lose the right to frozen prices. You’ll use it, but only up to a certain level, and for each subsequent kilowatt-hour used above the limit, you’ll actually pay at the rates applicable in a particular power company’s tariff from 2023 or, in the case of free shipping. – Market offers at the prices stated in the contract with the seller.

In addition, there is a discount on the most economical. If, from October 1, 2022 to December 31, 2023, the household reduces energy consumption by at least 10%. Compared to the period from October 1, 2021 to December 31, 2022, in 2024, the energy company will apply a discount of 10%. Electricity consumption costs for the period October 2022 – December 2023.

Energy companies receive compensation from the Prevention Fund for freezing electricity prices and discounts COVID-19. Another aid provided by the government – electricity allowance – will also be financed from this source.

Who is the energy supplement?

Electricity allowance is paid to households in which the main source of heating is subsidized by electricity. A prerequisite for obtaining it is the entry or notification of the heating source in the Central Register of Building Emissions.

The supplement is PLN 1,000 for electricity consumption in 2022 up to 5,000 kWh and PLN 1,500 for electricity consumption above this level. According to the draft, an application for its payment can be submitted from December 1, 2022 to February 1, 2023. It will be paid by March 31, 2023.

In the draft, the government also assumes that measures will be taken to reduce electricity consumption by offices that provide services to the government and local government administrative bodies. The law enters into force the day after it is announced, with the exception of provisions for energy savings in offices, which will enter into force in early 2022 and 2023.

The maximum expenditure from the fund to combat COVID-19 in the years 2023-2025 is planned at PLN 26.8 billion, including the payment of PLN 23 billion in compensation in 2023 and an electrical allowance of PLN 1 billion. The remaining 2.8 billion PLN was intended to compensate companies for deductions in the years 2024-2025.
