Chris Carter well known for his work on X-Files is going to be directing and co writing his next project "A Philosophical Investigation". This will be interesting to see how it turns out. Right now no casting has been done. Here is the report that Variety has on the film:

X-Files creator Chris Carter will direct the thriller A Philosophical Investigation at Paramount Pictures. Carter and X-Files associate Frank Spotnitz have signed on as co-writers and will produce with Mace Neufeld.

Based on the novel by Philip Kerr, the story is set in the near future where genetic testing is mandatory to identify individuals predisposed to violence. The trade says the plot centers on a female Scotland Yard inspector who's drawn into a cat-and-mouse game when a sociopathic computer expert finds himself on the list and decides to kill others on it.
